Well, after putting up with it for so long, I finally had reason to oust the Windows 10 offer advert. SupportAssist (comes with Dell and helps keep the computer in good health) scan recently kept came up with an orange X. The reading from that was "WindowsUpdateFailure".
Wut?
At first figured it's a once in awhile occurrence, like FireFox's AppCrash. No big deal. Go hit the Windows Update button, all fixed.
Damn orange X kept reappearing. Whatever is causing this, it's interfering directly with Windows Update. Further investigation: error code 0x80070057. Further further investigation on MicroSoft solutions forum, (after running Windows Update Diagnostic and System File Checker) somebody mentions Windows 10 offer advert. Ding ding goes the little bell in my head. The advert had changed couple months to a pop-up that would appear after Startup, but not always.
Remembered a year ago Lifehacker write-up on getting rid of Windows 10 icon/advert culprit, KB3035583, via How To Geek.
Week later, after giving KB3035583 the boot, haven't gotten orange X-ed "WindowsUpdateFailure".
