LJ responded in about 48 hours after I sent my message:

If you are using a Mastercard or Visa card issued outside of Russia, the
recent restrictions set by these payment systems may prevent payments by
cards to be processed to LiveJournal. We are currently working on possible
solutions for these issues and on expanding available payment methods, but
unfortunately there's nothing we can do at this moment, as interactions
between banks are outside of our realm. Please accept our apologies for the
inconveniences.

We appreciate your previous support, and wish you to be as happy as
possible while using LiveJournal, so we have prolonged the Professional
package for your account for a year.

I don't have a paid account but I noticed the graphics that weren't working for about two months on my LJ are working OK now.
